Overview

The Volume Licensing Service Center (VLSC), where organizations previously managed licenses they purchased via the classic VL programs was retired in April 2024. 

• VL functionality moved to the Microsoft 365 Admin Center, or to the equivalent admin centers for US government cloud users. 
• VL Administrators who previously accessed VLSC with a Microsoft Entra ID automatically have access to the VL pages in the Microsoft 365 admin center.
• All VLSC roles are enabled in the Microsoft 365 Admin Center with the same permissions, except for the Online Subscription Manager (OSM) role, which now has permission to manage online reservations.

How to Locate Licenses Formerly Housed in the VLSC

Microsoft for Nonprofits requests acquired before 2022 should now be visible within your Microsoft 365 Admin Center, under Billing > Your products  >  Volume licensing.

If you do not see your licenses, please trying syncing your permissions in your Microsoft 365 Admin Center.  This should make the licenses that were previously in the VLSC available in your Microsoft 365 Admin Center.

1. Login to the Microsoft 365 Admin Center ( https://admin.microsoft.com/ )
2. Select Billing 
3. Select Your products 
4. Select  Volume licensing 
5. Select Preferences
6. Select Edit preferences (if available)
7. Select Sync Permissions.

In rare cases where user accounts were not migrated from VLSC to Microsoft 365 admin center, the volume licensing admins can simply add the user via the Manage Role assignment function.

Support Locating Your Licenses

For assistance accessing your licenses or syncing your permissions, open a support ticket within your Microsoft 365 Admin Center or Contact Microsoft Support.

Microsoft Licensing Statement (MLS)

Microsoft Support may request a Microsoft Licensing Statement (MLS) to locate your licenses and allow you access within your Microsoft 365 Admin Center.  TechSoup can request a copy of your MLS from Microsoft, that you can provide to Microsoft Support.

• Your organization's letterhead. 
  • If you do not have an official letterhead, list your organization's name, address, and contact information in the header.
• A statement that your organization gives Microsoft permission to provide TechSoup your licensing history.
