TechSoup defines your annual operating budget as the yearly cost for your organization to operate. This includes all expenditures made by your organization, of any kind, for any purpose, whether they be grants paid, compensation of employees or contractors, pension plans and employee benefits, taxes, building occupancy, telecommunications, travel, conferences, and meetings, etc.
For organization’s that are required to file 990 forms with the IRS, your organization’s annual operating budget corresponds to your Total Expenses shown on your most recent filing. On Form 990 that is line 18; on Form 990-EZ line 17; and on Form 990-PF line 24.
